A PSA is Serious, it gives out serious information. A commercial is diffrent on the other hand, it convinces you to buy their product.

A commerical needs to be exaggerated, funny, and convincing enough for audiences to buy their product.
As a PSA, it has to be serious,real,and more information about what they are talking about
